1.1 Developing programmes and materials through collaborative partnerships with employers

DSS establish Employers Information and Counselling Committee (EICC) and use this to conduct a consultation on local skills priorities (current and future)

A1.1.1: DSS conduct stakeholder analysis to develop ‘Employers Information and Counselling Committee (EICC)’:

-       DSS review current school employer partners

-       DSS review local (and regional) employer networks

-       DSS identify employers to be invited to join school EICC

-       Invite employers to join EICC

-       Establish school EICC and share Terms of Reference with CTEVT

-       Evidence (e.g. minutes) of consultation at EICC

-       review reports

-       Collection of financial documents with supporting vouchers

-       Reimbursement of bills of resource person & meeting refreshment

A1.1.2: DSS commission and conduct local Labour Market Analysis (LMA) to identify key local job roles, information is shared on national and sector level by CTEVT:

-       DSS discuss employer skills needs with EICC

-       DSS conduct a survey of other employer networks to understand local skills needs

-       DSS identify key local job role and confirm with EICC

-       DSS shared identified and agreed key local job role with CTEVT

-       Evidence (e.g. minutes) of Local Labour Market Analysis

-       LMA reports

Develop competency-based curriculum in consultation with employers and CTEVT for a short programme (approx. 12 weeks) responding to identified local skills needs (‘SEECS programme’) 

A1.1.3: DSS commission the development of employer focused work-based programmes (1 per DSS), learning materials and assessment models for key local jobs roles with technical support from CTEVT:

-       DSS work with CTEVT SEECS technical lead in developing a short (approx. 12 week) competency-based curriculum training learners towards the identified job role (A1.1.2)

-       DSS identify assessment criteria and process (including employer input) for assessment of learners’ competencies gained through the developed short course

-       DSS develop curriculum and assessment packs using agreed SEECS templates and format (developed by CTEVT technical lead)

-       DSS present developed curriculum and assessment packs with EICC for employer partner input and validation.

-       DSS share developed curriculum and assessment packs with CTEVT SEECS technical lead for validation and approval

-       Evidence (e.g. minutes) of assessment works

-       Assessment reports

-       Collection of financial documents with supporting vouchers

-       Reimbursement of bills of resource person & meeting refreshment

Identify learning materials and equipment for the SEECS programme. Share programme and materials:

-       DSS develop learning materials and equipment requirements for developed short course

-       DSS share identified learning materials and equipment lists with CTEVT

-       CTEVT and DSS agree strategy for developing and, if required, procuring learning materials and equipment

-       Learning materials and equipment procured or developed as agreed between DSS and CTEVT

-       CTEVT collate information on material development and procurement at a project level

Pilot the SEECS programme for approx. 20 learners per DSS

A1.1.4: Developed programmes and learning materials piloted at DSS:

-       Developed competency-based programme delivered for 20 learners utilising procured and developed equipment and learning materials

-       Learners competencies assessed using developed assessment packs

-       DSS conduct an internal assessment of impact of training programmes.

-       CTEVT and DSS prepare and deliver workshop on SEECS programmes, with accompanying report

A1.1.5: Learning materials ie shared via webpage, dissemination activities, and workshop ‘SEECS Programme Development Workshop’:

-       CTEVT develop a project wide assessment framework to capture key lessons from pilot programmes that can be shared to wider sector

-       CTEVT disseminate information from assessment of learning programme

-       CTEVT and DSS prepare and deliver workshop on SEECS programmes, with accompanying report.

1.2 Developing facilities and equipment plan through collaborative partnerships with employers

Identify, procure and embed equipment for training and assessment (including skill testing centre)

A1.2.1: DSS conduct review of current school equipment and facilities:

-       DSS review current school equipment to assess applicability to delivering training for local skills demand

-       DSS ensure that they seek employers’ input on current school equipment applicability through the EICC

-       DSS draw up a list of equipment needs with a supporting rationale to share with CTEVT

-       review reports

-       Collection of financial documents with supporting vouchers

-       Reimbursement of bills of resource person & meeting refreshment

A1.2.2: DSS link school equipment needs to key job roles and programmes:

-       In addition to the review conducted for A1.2.1, DSS conduct a detailed review of current equipment in target sector (construction, agriculture, tourism) and linked to identify SEECS programme.

-       Use analysis to support identify equipment needs for the delivery of SEECS programme (link to A1.1.4)

-       review reports

A1.2.3: School equipment needs are shared on a sector level via CTEVT:

 

-       DSS share equipment needs with CTEVT

-       CTEVT and DSS discuss equipment needs and agree resourcing and procurement plan

 

A1.2.4: DSS develop sector specific school skills testing equipment, including required information and communication technology (ICT):

-       CTEVT technical lead and DSS discuss and agree development of schools’ skills testing equipment to support the assessment of competency-based training programmes. Including the developed SEECS programme.

-       DSS identify and communicate any training needs associated with utilisation of new equipment. CTEVT develop school level training plans to support embedding of assessment resources.

A1.2.5: DSS submit proposal to CTEVT for approval and funding and purchasing equipment:

-       DSS develop school equipment procurement plans, linked to developed curriculum and skills test needs and evidenced for use to enhance employer engagement activities

-       DSS agree school equipment procurement plans with CTEVT

-       DSS procure skills testing equipment

-       Occupational & ICT equipments procurement reports

-       Collection of financial documents with supporting vouchers

-       Reimbursement of bills of occupational & ICT equipment procurement

 

Embed equipment and school resources into SEECS programme delivery

A1.2.6: Embed equipment into school infrastructure and conduct any supporting training activities. Monitor and evaluate effectiveness of new resource in supporting industry focused training programmes:

-       DSS utilise equipment in the delivery of training and assessment of training conducted in the SEECS programme

-       DSS evaluate effectiveness (with evidence and examples) of equipment in the delivery of training and assessment

-       DSS share equipment evaluation with CTEVT

-       CTEVT record evaluations
