43rd Management Review Conference of CTEVT Concluded

The 43rd Management Review Conference of the Council for Technical Education and Vocational Training (CTEVT) was held at the CTEVT Central Office, Sanothimi, Bhaktapur from January 2 to 3, 2026. The conference was inaugurated by Mr. Mahabir Pun, Honorable Minister for Education, Science and Technology and the Chairperson of CTEVT.

Addressing the conference, the Honorable Minister emphasized that the nation’s prosperity depends on the production of quality technical human resources from CTEVT. He stressed the need for labor market-relevant curricula and highlighted that curricula should be developed based on the industry needs. He stated that, to attract more students, curricula should be revised ensuring ample opportunities for practical learning. Sharing his experience from a recent visit to the Balaju School of Engineering and Technology (BSET), a constituent technical school of CTEVT located in Kathmandu, he underscored the urgency of replacing some archaic machines and equipment. He further emphasized promoting innovation within TVET programs. He also highlighted the importance of counseling students on the availability and potential career opportunities of TVET programs.

As the special guest, Honorable Member of the National Planning Commission (NPC), Prof. Dr. Suniti Shrestha Hada, extended her best wishes for the success of the conference. She expressed her hope that CTEVT would continue to produce competent graduates capable of meeting labor market needs. Likewise, Mr. Choodamani Paudel, Secretary of the Ministry of Education, Science and Technology (MoEST), raised concerns about identifying effective approaches to make TVET more attractive to young people in the country. He emphasized the need to link the Integrated Training Management System (ITMS) of CTEVT with the Integrated Educational Management Information System (IEMIS) of Center for Education and Human Resource Development (CEHRD). In addition, he shared some recent initiatives of the MoEST aimed at enhancing the quality of TVET in Nepal.

Mr. Bhuvaneshor Dhungana, Director of the National Skill Testing Board (NSTB), CTEVT, had delivered his welcome remarks, while Er. Arbind Kumar Chaudary, Director of Technical Division, CTEVT, had highlighted the objectives of the conference. Likewise, valuable remarks were delivered by Mr. Chandra Kanta Bhusal, Joint Secretary at the Technical and Vocational Education Division of MoEST; Mr. Arun Kumar Pandey, Chairperson of the Federation of Private Technical School Nepal; Mr. Sunil Chalise, Chairperson of the Forum for Health & Technical Science; Mr. Krishna Bahadur Khadka, General Secretary of CTEVT Karmachari Sangh; Mr. Kishor Chandra Sharma, Chairperson of CTEVT Karmachari Sangathan;  Mr. Ram Krishna Parajuli, Chairperson of Nepal Rastriya Karmachari Sangathan CTEVT; and Mr. Surya Adhikari, Chairperson of Ekikrit Karmachari Sangathan, CTEVT.

During the 2-day conference, Directors from the CTEVT Provincial Offices presented the status of TVET in their respective provinces, sharing achievements, good practices, challenges, and future plans. On the second day, group discussions followed by presentations were conducted on four key areas: (i) restructuring of CTEVT under the federal structure, (ii) merger of institutions and programs, affiliation issues, (iii) examination regulations, directives, and ITMS, (iv) service delivery, and grievance management. The conference concluded with a five-point declaration:

  1. Immediately begin implementing the activities that can be carried out by the Council Office, in line with the report on the restructuring of CTEVT in the federal structure.
  2. Amend the examination related regulations to conduct the activities of the Office of the Controller of Examinations (OCE) in a technology-friendly manner.
  3. In the academic year 2082/83 (B.S.), transfer students from programs of constituent, partnership, and TECS institutes or schools that have enrolled less than 25 percent of the approved quota to nearby and accessible institutes. For programs that have less than 25 percent of the approved quota for three consecutive years, recommend to the Council, through the CTEVT provincial offices, for making decisions regarding the merger, suspension, adjustment, or transfer of such programs, along with the management of concerned instructors and staff.
  4. Coordinate further with the relevant authorities to ensure facilities, such as the Social Security Fund, local allowance, and cost-of-living allowance, for employees working under service contracts.
  5. Obtain the Council approval for procedures related to grievance management. Then develop and implement an online grievance management system.

As the Chair of the program, Er. Mahesh Bhattarai, Member Secretary of CTEVT, thanked all the guests, participants, and members of the organizing team for their manasa, bacha and karmana efforts to make the program successful. He expressed his commitment to implement the 5-point declaration of the conference. The conference was attended by 60 participants, including the directors and employees from the CTEVT Provincial Offices and Central Offices. Prior to this event, Provincial Management Review Conferences were held in each province with the participation of principals from polytechnic institutes and technical schools.
